Artikel ini merupakan hasil penelitian mengenai pengaruh dukungan keluarga dan kompetensi keluarga terhadap pemenuhan hak penyandang disabilitas berat. Penelitian ini bertujuan untuk menganalisis hubungan antara dukungan ekonomi keluarga dan kompetensi keluarga terhadap pemenuhan hak penyandang disabilitas berat. Penelitian menggunakan metode penelitian korelasi dengan desain ex post facto. Lokasi penelitian dipilih berdasarkan lokasi berdasarkan 1) lokasi uji coba pemberdayaan keluarga penyandang disabilitas berat yang dilakukan oleh Direktorat Rehabilitasi Sosial Orang dengan Kecacatan tahun 2015 2) lokasi kegiatan ASPDB yang telah dilaksanakan sejak tahun 2006, dimana pada tahun 2016 akan dilakukan pemutusan kegiatan (exit strategy). Sampel penelitian dipilih secara purposive sehingga keseluruhan 133 orang dijadikan responden dalam penelitian ini. Hasil penelitian menunjukkan kompetensi keluarga lebih besar pengaruhnya dibandingkan dukungan ekonomi keluarga dalam pemenuhan hak penyandang disabilitas berat. Berdasarkan hasil penelitian tersebut diperlukan adanya berbagai upaya nyata dari berbagai kementerian/instansi terkait agar kesetaraan taraf hidup penyandang disabilitas berat dengan warga negara Indonesia lainnya dapat terwujud, terpadu dan berkesinambungan yang pada akhirnya dapat menciptakan kesejahteraan sosial.

This article is as result of research on the influence of family support and family competence on the fulfillment of the rights of people with severe disability. This study aims to analyze the relationship between family economic support and family competence on the fulfillment of the rights of people with severe disability. The research used correlation research method with ex post facto design. The location of the study was chosen based on 1) location of empowerment of families with severe disability conducted by Directorate of Social Rehabilitation of People with Disability in 2015 2) location of ASPDB activity that has been implemented since 2006, where in 2016 will be executed (exit strategy ). The sample of research was chosen purposively so that all 133 respondents were chosen in this research. The results of the study indicate that family competence is greater than the economic support of the family in the fulfillment of the rights of people with severe disability. Based on the result of the research, it is necessary to have real efforts from various related ministries / agencies so that the equality of living with severe disability with other Indonesian citizens can be realized, integrated and sustainable which ultimately can create social welfare.
