Abstract

Agenda 21 yang merupakan komitmen dunia terhadap pembangunan yang berpusat padamanusia, mengembangkan sebuah konsep “berpikir global, bertindak lokalâ€. Konsep ini telahditindaklanjuti di dalam deklarasi IULA (International Union of Local Authorities) dan EU (European Union), dimana adanya keharusan bagi otoritas lokal di seluruh dunia memberikan prioritas untuk partisipasi bagi organisasi lokal. Hasil penelitian menunjukkan, bahwa organisasi lokal sebagai wahana partisipasi masyarakat lokal, telah memberikan kontribusi yang nyata dan bermakna dalam pembangunan. Sehubungan dengan itu, organisasi lokal yang tumbuh dan berkembang di seluruh lapisan masyarakat Indonesia, perlu dipertimbangkan sebagai instrumen dan strategi dalam pembangunan masyarakat.
