Abstract

Studi ini menggambarkan implementasi program bantuan makanan melalui Bantuan Makanan Non Tunai (BPNT). Bantuan makanan adalah bentuk bantuan sosial, dan bantuan sosial adalah bentuk perlindungan sosial. Perlindungan sosial adalah hak keluarga miskin, dan dalam kerangka itu, bantuan makanan juga merupakan hak keluarga miskin. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui wawancara dan diskusi kelompok terfokus yang melibatkan pejabat desa, pejabat kecamatan, organisasi non-pemerintah dan layanan sosial Kabupaten Belitung Timur. Analisis kualitatif menghasilkan informasi deskriptif. Studi ini menemukan bahwa bantuan makanan mengurangi beban pengeluaran Kelompok Penerima Manfaat (KPM) untuk kebutuhan makanan. Dilihat dari perspektif perlindungan sosial, implementasi BPNT tidak optimal karena data tidak berkualitas, KPM tidak punya pilihan atas kebutuhan pangan, diarahkan untuk mendapatkan komoditas di e-warong tertentu dan lokasi pengambilan komoditas jauh dari tempat tinggal KPM. Temuan penelitian ini bermanfaat bagi Kementerian Sosial untuk menyempurnakan desain BPNT yang memberikan wewenang kepada KPM untuk mengendalikan komoditas yang dibutuhkan. Studi tentang BPNT telah banyak dilakukan oleh para peneliti sebelumnya. Tetapi sangat terbatas publikasi yang menganalisis dari perspektif perlindungan sosial. Menempatkan bantuan makanan dalam kerangka perlindungan sosial menjadi penting, karena melalui bantuan makanan ini KPM diharapkan berdaya.
