Abstract

Penelitian ini mengevaluasi pelaksanaan Program Bantuan Permakanan bagi Penyandang Disabilitas Tahun 2024 menggunakan model evaluasi CIPP (Context, Input, Process, Product) dalam kerangka perlindungan sosial di Indonesia. Sebanyak 306 responden dari 12 provinsi dan 63 kabupaten/kota terlibat dalam survei ini. Data dianalisis secara kuantitatif dan dilengkapi dengan analisis pemodelan topik untuk mengidentifikasi kendala pelaksanaan dan saran perbaikan. Hasil menunjukkan program berjalan efektif dengan skor tertinggi pada variabel produk (94%), sementara kendala utama terjadi pada aspek pelaporan digital dan distribusi di wilayah geografis sulit. Temuan ini memberikan dasar empiris untuk peningkatan pelatihan teknis, penyesuaian indeks bantuan, penguatan sistem pelaporan, dan perluasan cakupan penerima manfaat. Penelitian ini berkontribusi dalam penguatan desain kebijakan bansos berbasis bukti untuk kelompok rentan.
