PROSES PELAKSANAAN REKRUTMEN DALAM MEMBERDAYAKAN PENYANDANG DISABILITAS FISIK
Abstract
This article aims to portray descriptively the process of recruitment in empowering
persons with physical disabilities in BBRSBD “Prof. Dr. Soeharso“ Surakarta, Central
Java, Indonesia. Informants were purposively recruited to collect data through interview.
Recruitment process-related documents were also reviewed. This study finds that recruitment
is an effort to provide comprehensive and objective information about beneficiaries for
the purpose of meeting their needs and developing their skills in a proper way. As there
is a shifting model of social service nowadays, that is from institutional-based to family/
community-based model, this agency has also taken the later model in practice, which is
integrated with a rights-based approach. However, limited capabilities of the existing human
resources cannot support the shifting approach or model. Such limitation influences the
recruitment process with empowerment, the output target, and the quality of social services
in general. Therefore, the author raises a number of recommendations in this article.
