Konstruksi Persepsi Perantau Terhadap Resiko Sosial di Tengah Situasi Pandemik Covid-19 (Construction of Nomads Perceptions of Social Risks Amid the Covid-19 Pandemic Situation)

ABSTRAK
Studi ini membahas konstruksi persepsi perantau di tengah situasi pandemik covid-19. Landasan konseptual artikel ini mengacu pada persepsi yang mengarah pada resiko non kesehatan, dalam hal ini persepsi resiko sosial akibat dampak situasi pandemik. Studi ini membahas bagaimana pembentukan persepsi perantau dan sejauh mana hal itu dapat mempengaruhi pengambilan keputusan. Studi ini dilakukan pada duabelas informan yang berasal dari Turki, Perancis, Jakarta, Yogyakarta dan Surabaya. Data dikumpulkan melalui wawancara dan diskusi kelompok terfokus. Hasil penelitian ini menunjukkan bahwa meskipun pandemik ini merupakan masalah kesehatan, tetapi konstruksi persepsi perantau bersifat dinamis dan lebih banyak mengarah pada resiko sosial terutama kebutuhan akan rasa aman. Penelitian ini diharapkan dapat menjadi rekomendasi bagi Pemerintah Daerah untuk mengoptimalkan komunikasi melalui media komunikasi lokal di tingkat RT/RW seperti group whatsapp, karena mereka merupakan lini yang paling mikro dan langsung berhadapan dengan masyarakat. Perlunya sinergisitas informasi dan pendataan perantau mulai dari pemerintah Provinsi sampai dengan level pemerintahan lokal di tingkat RT/RW. Rekomendasi selanjutnya ditujukan kepada Direktorat Linjamsos Kemensos RI terkait penyaluran bantuan sosial kepada perantau. Rekomendasi juga ditujukan kepada Puspensos Kemensos RI dalam menjalankan model sosialisasi dan edukasi kepada masyarakat dengan mengoptimalkan komunikasi melalui media komunitas lokal.

ABSTRACT
This study discusses the construction of migrant perceptions amid the covid-19 pandemic situation. The main conceptual framework of this article refers to perceptions that lead to non-health risks, in this case the perception of social risks due to the impact of a pandemic situation. This study discusses how the construction of migrant perceptions and the extent to which it can influence decision making. This study was conducted on twelve informants from Turkey, France, Jakarta, Yogyakarta and Surabaya. This studies relies on Data collected through interviews and focus group discussions. The results of this study indicate that although this pandemic is a health problem, the construction of migrant perceptions is dynamic and leads more to social risks, especially the need for security. This research is expected to be a recommendation for local governments to optimize communication through local communication media at the RT / RW level such as the whatsapp group, because they are the most micro-lines and face-to-face with the community. The need for synergy of information and data collection for migrants ranging from the provincial government to the level of local government at the RT / RW level. The next recommendation is addressed to the Directorate of Social Affairs Ministry of Social Affairs RI related to the distribution of social assistance to the nomads. Recommendations are also addressed to the Ministry of Social Affairs Puspensos RI in carrying out the model of socialization and education to the community by optimizing communication through local community media.
