AbstractCapacity development of manpower and institution of social welfare services have strategic and fundamental role to optimalization of social welfare development. According to Presidential Regulation 46/2015 and Ministerial Regulation of Social Affairs 20/2015, capacity development of manpower and institution of social welfare services become a part of responsibility of Badiklitpensos. The dynamic of actual issues and strategic environment of bureaucration, such as Ministerial Regulation of State Aparatus Empowerment and Bureaucratic Reform 17/2021 concerning diversion position from administration staff to functional staff, Presidential Regulation 78/2021 concerning National Board on Research and Innovation, and the newest draft of Presidential Regulation concerning structure reorganization of Ministry of Social Affairs that will liquidate Badiklitpensos will affect significantly to policies, programs, and acitivities related to capacity development of manpower and institution of social welfare service at the next. This article will analyze reflectively about performance of Badiklitpensos in formulating policies and implementing program of capacity development of manpower and institution of social welfare services, base on five aspects that consist of: (a) programs sinergism; (b) the relevance of programs with actual issues and strategic environment; (c) contribution to decentralization of social welfare development; (d) capacity development of internal manpower; and (e) the availability of management information system that supported to policies formulation and programs implementation. Based on the results, analyze will continued to uncover the influence of the results toward the rise of newest draft Perpres about reorganization structure of Kemensos that will liquidate Badiklitpensos.
