KESEJAHTERAAN PETANI DAN KETAHANAN PANGAN PADA MASA PANDEMI COVID-19: TELAAH KRITIS TERHADAP RENCANA MEGAPROYEK LUMBUNG PANGAN NASIONAL INDONESIA

Abstract

Pandemi COVID-19 yang melanda negara-negara di dunia memperlihatkan struktur “neokolonialisme†dan kebijakan “penyesuaian struktural†neoliberal berpengaruh buruk terhadap sistem kesehatan masyarakat dan memperparah kondisi krisis ketahanan pangan. Proses ini memperburuk malnutrisi akibat ancaman bencana keikliman global. Dalam rangka mengatasi krisis pangan, beberapa negara Global South memobilisasi petani kecil untuk mengamankan persediaan dan rantai pangan global melalui skema megaproyek kebun pangan skala luas. Ironisnya para petani semakin kesulitan mendapatkan makanan, memenuhi kebutuhan keluarga mereka, dan mengakses fasilitas kesehatan publik. Pada saat yang sama mereka dipaksa bekerja di lahan yang asing bagi mereka. Artikel ini menyoroti rencana Pemerintah Republik Indonesia untuk membangun lumbung pangan nasional dengan mencetak 2,2 juta hektar sawah dan memindahkan 300.000 petani kecil atas nama ketahanan pangan nasional. Hipotesis dalam hal ini adalah kegagalan pemerintah dalam membangun tiga megaproyek kebun pangan skala luas seperti pada masa lalu. Melalui studi literatur yang dieksplorasi ialah irisan antara marjinalitas ekonomi dan kondisi kesehatan serta gizi. Narasi krisis pangan yang didengungkan oleh pemerintah diprakirakan berhasil menggerakkan lembaga-lembaga negara mengembangkan korporasi agrobisnis sebagai sirkuit baru untuk akumulasi kapital. Namun, proses tersebut menempatkan petani kecil sebagai korban. Pada akhirnya, kesehatan dan kualitas gizi petani kecil tidak membaik, malahan menempatkan mereka dalam lingkatan setan kemiskinan generasional. Mereka terus berada di bawah sistem ekonomi kapitalistik, dengan kemiskinan direproduksi oleh dirinya sendiri yang ditandai kondisi kekurangan gizi.
